This past April a rural road was closed for five days due to a cold case from 1981. A statewide distracted-driving crackdown put extra troopers on NY-94 and NY-17A. Since at least 2023, drug task forces have been operating undercover in the region. But none of this is to imply that Warwick is a dangerous place — this is a very quaint Hudson Valley destination! Know what their up to with them? This is just senseful travel, Read on for complete details and possible implications for your trip.

A Cold Case That Closed a Road: The Dawn Marie Marino Investigation

Little York Road isn’t the sort of road that you would normally hesitate to cross. Typical of the back roads in this part of Orange County, quiet and rural. It was totally closed down for five days in late April 2025, with no exceptions, as New York State Police, the Town of Warwick Police and the Orange County DA’s office were conducting a search of a residence in the town.

The reason goes back to May 16, 1981. Last seen was Dawn Marie Marino, 20, running away from the Corner Tavern Bar in Pine Island. She never made it home. After 6 years, her skeletal remains were found on Halloween night, 1987, in a cistern off Little York Road by local man, Michael Moraczewski. There was then an open case for 40 years.

What changed? DNA technology, mostly. Methods of evidence recovery that could not have been used in the ’80s are now available to yield usable profiles. In September 2024, the FBI became involved in the investigation, conducting road checks in the Pine Island and Florida sections of Orange County and interviewing anyone with information. Then, the April warrant, the road block, and a $5,000 reward for tips that might have resulted in an arrest and a media tour of the former crime scene.

Worth knowing: search warrants don’t just happen. Under the Fourth Amendment, law enforcement has to convince a judge there’s probable cause — real, specific reason to believe evidence of a crime exists at that location. The court has to sign off. That’s the process that played out here before a single officer set foot on that property.

No arrest has been announced as of this writing. The investigation is active.

Traveler’s Note: Before heading down Little York Road or nearby rural routes, check NY511.org for any active closures — law enforcement operations in this area can resume without much public notice.

Operation

Date

Agencies Involved

Travel Impact

Dawn Marino Cold Case Search

April 24–29, 2025

NYSP, Warwick PD, Orange County DA, FBI

Little York Road closed 5 days

Operation Spring Maintenance

2025

Orange County Drug Task Force, Warwick PD

Undercover; no road closures reported

Drug Task Force Enforcement

2023

OC Drug Task Force, Sheriff, local PD

Undercover; no road closures reported

Operation Hang Up

April 2025

NY State Police Troop F

Increased patrols on NY-94, NY-17A

Trooper Home Arson Investigation

2023–2024

Warwick PD, NYSP Major Crimes, FBI, ATF

No road impact reported

Fullerton Insurance Fraud Warrant

2025

Warwick PD, Orange County DA

Route 94 activity; no closures

Drug Sweeps and What They Mean for Anyone Passing Through

Here’s the thing about drug enforcement operations — you usually don’t see them coming and that’s by design. No road closures, no visible staging. Undercover officers, controlled buys, months of surveillance. By the time an indictment drops, the street-level activity is already over.

That’s exactly how Operation Spring Maintenance played out in 2025. Orange County DA David Hoovler announced the indictment of 11 defendants on charges covering heroin, cocaine, marijuana and prescription drug trafficking. Warwick PD and the Orange County Drug Task Force ran the operation — undercover buys, the whole apparatus. Warwick Police Chief Thomas McGovern was part of the announcement.

A similar sweep happened in 2023, this one targeting cocaine and meth moving through the Town of Warwick and the Village of Greenwood Lake. Four defendants charged, multiple search warrants, same task force model.

The Orange County Drug Task Force is worth understanding for a second. Drug trafficking doesn’t respect town lines — a supplier in one village, distribution in another, money moving somewhere else entirely. Task forces exist specifically to cut through that jurisdictional patchwork. Local, county, sometimes state and federal investigators pooling resources under one operation. It’s legally clean and practically necessary.

For travelers? These operations don’t disrupt roads. But they do explain why Warwick PD has been a visible presence in places that might otherwise seem low-key. And if you’re ever curious about what your rights are if you get stopped — Quora has a solid community thread on checkpoint rights worth reading before any road trip through New York.

Traveler’s Note: Drug enforcement patrols in Warwick have been active and multi-agency — routine traffic stops in the area may involve officers from more than one department, which is completely normal.

Operation Hang Up: Put the Phone Down, Seriously

Operation Hang Up Put the Phone Down, Seriously

April 2025. The NY State Police hosted a distracted driving initiative throughout the state, Operation Hang Up, and Troop F, Warwick and most of Orange County, was on it. The total statewide at the end: 22,867 tickets. That’s not a typo.

Cellphone use while driving is one of those violations where enforcement tends to come in waves. Months of nothing, then suddenly troopers everywhere. This was one of those moments. NY-94 and NY-17A — both popular routes through Warwick for day-trippers coming up from New Jersey or down from the Hudson Valley — saw noticeably heavier patrol presence during that stretch.

New York’s distracted driving law is strict. Handheld device use behind the wheel carries a fine starting at $200, five points on your license and it only goes up from there for repeat offenses. Hands-free is the only legal option — not at a red light, not “just for a second.” The NYSP has been consistent about this for years, but crackdown periods like Operation Hang Up mean the margin for getting caught shrinks considerably.

If you’re road-tripping through Warwick, mount the phone before you leave the driveway. Not worth the ticket and definitely not worth the points.

Traveler’s Note: Troop F patrols on NY-94 and NY-17A can intensify during statewide enforcement periods — hands-free setup before you hit the road is just good practice here.

The Arson Case That Pulled in the FBI and ATF

This one’s a little different from the others. Not a drug sweep, not a cold case — someone deliberately set fire to a house in Warwick. The house belonged to the father of a New York State Trooper.

The fire was “deliberate”. That’s the way the investigation was handled, and it totally altered that — it wasn’t something that happened in an accident and was properly documented, it was something that happened that was a crime to prosecute and that was a person’s connection to the police that made the agencies take it personally. The outcome was a strong one: Warwick PD, along with the NYSP Major Crimes Unit, the Orange County DA’s office, the FBI and the ATF, all participate in the investigation. In total, more than 20 search warrants were carried out in 2023 and 2024. Much of the case was made via digital forensics – devices, records, electronic trails.

An arrest was eventually made. The charge: Arson in the Second Degree, a Class B felony under NY Penal Law § 150.15. Class B felony means serious prison exposure — up to 25 years. This wasn’t treated as a minor incident.

The ATF’s involvement is worth noting. They specialize in exactly this — fire investigation, accelerant analysis, cases where the origin and intent of a fire need to be proven in court beyond a reasonable doubt. Bringing them in isn’t unusual when arson involves a federal angle or when local resources need backup on the forensics side.

No road impact from this one. But it does say something about how Warwick PD operates — willing to call in every available resource, comfortable working alongside federal agencies. That coordination showed up across almost every major case in this article.

Traveler’s Note: This investigation had no impact on local roads or travel routes, but it’s a good reminder that Warwick PD maintains active federal partnerships — officers here are well-resourced.

Your Rights on the Road: The Legal Side of All This

So what does any of this mean if you’re actually driving through Warwick and you encounter a checkpoint, a road closure or a patrol stop? Worth knowing a few basics.

Road closures during active investigations — like the five-day shutdown on Little York Road — are legally authorized and you’re not getting through. Period. Officers don’t need to explain the details to you, just that it’s closed. Reroute, check NY511, move on.

Checkpoints are a different situation. The Fourth Amendment protects against unreasonable searches and seizures, but the Supreme Court has consistently held that brief, suspicionless checkpoint stops — for DWI screening or information gathering, like the FBI’s Pine Island checkpoints in this case — are constitutional under specific conditions. You can be stopped. You don’t have to answer questions beyond identifying yourself and providing license and registration if asked. Being polite costs nothing and usually resolves things in under two minutes.

The case brought by Simpson against the Town of Warwick Police Department was filed under 42 U.S.C. § 1983, the federal statute that people use to sue for civil rights violations by law enforcement. It was upheld by the court. There was cause for probable cause. But the case itself serves as a reminder that warrant-based searches can be challenged and that the law governing warrants is in place to ensure that the search process is conducted properly.

Traveler’s Note: If you find unusual police activity in Warwick, please be calm, follow directions, and check NY511 or local news to see if there are any warning signs – most of these operations are targeted, not affecting travelers in general.

Over the last couple of years, the number of law enforcement officers has increased in Warwick, NY; and if you’re driving through Orange County, some of that could directly impact your trip.
